Does anyone know what this is all about?
Venezuelan military and government officials here say the arms acquisitions, which include dozens of fighter jets and attack helicopters and 100,000 Kalashnikov assault rifles, are needed to circumvent a ban by the United States on sales of American weapons to the country.
They also argue that Venezuela must strengthen its defenses to counter potential military aggression from the United States.

Very good. That’s right. This is about Hugo Chavez being ready to use force against the Venezuelan people should they begin to chafe beneath his arriving dictatorship.
The New York Times, of course, buries that last tidbit way down in the story:
But critics of the arms purchases say they are being made with little participation from or discussion with the National Assembly, which recently allowed Mr. ChÃ¡vez to govern by decree for 18 months.
Govern by decree, indeed.
Every single time miserable little punks like Hugo Chavez gain power the same bloody bullshit goes down. And I would be remiss if I didn’t point out, again, that New Paltz village officials welcomed Chavez supporters into village hall last year for an evening of, well, bloody bullshit in celebration of the aforesaid miserable little punk.
